U.P.R.T.O.U. was established by U.P. Govt. in 1999. From the very beginning was selected as study centre. In the beginning only B.A and B.Sc. (Maths and Bio. Group) course was started and counseling classes and examination were held at this centre. Later on P.G. Course were started and M.A. in English Literature, Hindi, Economics, History, Sociology and Political Science was started from July 2006. In the same year UGSS, BLIS, PG DJMC, PGDESD, Courses were also started at this centre. At present about 200 students are enrolled at this centre and counseling classes are held at the centre.

At present the following courses have been granted by the University to be conducted through the ECC centre DTS, DRD, CTS, CCCN, CNF, CHR, CWED, CCY, CTEIM, CAL, CRJMC, CCP, CDM, DIP, CPHT LVA, CCMAP, CLPS, APDF.
